Right after the Lord gave Moses the Ten Commandments, he provided many laws to govern the Israelites in God’s way (21:1). They had been a nation of slaves; God was creating them to be a holy nation. The most serious offenses carried a death penalty (12-17), including offenses causing death, kidnapping, but also dishonoring one’s father and mother. The Lord taught his people to honor the life of their fellow Israelites—those also delivered by God.
The times described are violent. There were quarrels between people as well as mistreatment of slaves and even pregnant women (18-27). The Lord was creating a standard of justice based on personal accountability. He is both merciful and just. He calls his people to practice mercy and act with justice—eye for eye and tooth for tooth. This personal responsibility included their livestock. Life has value. Those with dangerous animals must take care to protect the lives of their neighbors.
Application: Lord, you are just and you are merciful. Help me to be accountable. Help me to practice love and mercy toward others.
